General Description

Performs routine legislative paralegal work. Work involves performing legal research and analysis using electronic and print resources, preparing initial drafts of certain types of legal and legislative documents, monitoring legislation and legal proceedings, assisting legislative council attorneys with various projects, and assisting in maintaining the council's legal library. Works under moderate supervision with minimal latitude for the use of initiative and independent judgment. The Texas Legislative Council has a telecommuting policy that may allow for some remote work.

Primary Responsibilities

Primary responsibilities for this position:

Researches and analyzes legal sources such as state and federal statutes, administrative regulations, case law, opinions, articles, and treatises.

Summarizes state and federal statutes and administrative regulations.

Constructs and performs searches in Westlaw, LexisNexis, and other databases.

May prepare legal memoranda and bill analyses.

Collects and copies documents and information as necessary for legal and legislative projects.

Monitors legislation and prepares related reports.

Prepares reference and cross-reference charts for complex and lengthy legislation.

Compiles statutes for initial drafts of bills.

Assists in certifying certain legislative documents.

Assists the code coordinator and leaders of statutory revision projects as needed.

Maintains records related to statutory revision projects.

May prepare repealers, bill analyses, conforming amendments, and code chapters for statutory revision projects.

Assists in maintaining the council's legal library, library materials, storage facilities, and inventory of library holdings.

Assists in updating the library collections regularly to ensure the collection is current.

Assists in distributing books and other publications to council staff.

Assists in selecting library materials to be removed from the collections and preparing materials for removal.

Assists in publishing in-house compilations of law.

Performs related work as assigned.

Qualifications

Minimum qualifications for this position include:

Completion of a bachelor's degree from an accredited college or university with major coursework in paralegal studies, government, or a related field.

Basic knowledge of legal principles, the legislative process, and legal and legislative terminology.

Skill in basic legal research.

Skill in written and oral communications.

Ability to learn council software applications.

Ability to analyze legal problems.

Ability to work independently and as a member of a team.

Ability to deal effectively with others.

Ability to maintain regular attendance.

Ability to work overtime and flexible hours.

Ability to handle multiple projects in a timely manner and cope with deadline pressures.

Ability to maintain confidentiality of material and information.

Ability to follow instructions and accept constructive criticism of work product from supervisors.

License or Certification

Completion of a paralegal training program or professional certification as a paralegal from an accredited national certifying organization or the Texas Board of Legal Specialization preferred. Experience working as a paralegal or other relevant legislative work experience may be considered in lieu of completion of a paralegal training program.
