General Description

The Legislative Director—Budget and Tax—is the lead staff person in the D.C. office responsible for protecting states' interests in federal decisions regarding funding for services and programs, budget processes, tax and revenue systems, legislative oversight, unfunded mandates, pensions and other fiscal related state-federal policy. This includes but is not limited to co-staffing NCSL’s Budgets and Revenue (B&R) Standing Committee whose members are legislators and legislative staff, and leading the development of the organization’s state-federal policy statements on budget- and tax-related issues and lobbying Congress and the administration based on those policies; developing and executing B&R committee virtual and in-person programming; writing for committee newsletters and the NCSL log; and responding to federal B&R-related questions from state legislators and legislative staff. This individual is part of a team that staffs NCSL’s State and Local Tax Working Group, which is part of NCSL’ recently launched Fiscal Institute. This individual serves as NCSL’s main point of contact with several federal agencies and will interact with other key stakeholders in the B&R-policy world. The position works closely with NCSL’s Denver fiscal team and the other members of the D.C. state-federal team. In general, work is performed independently; however, political and policy strategies are developed in close consultation with the director of the D.C. office.

Responsibilities and Expectations

Identifies, monitors, analyzes and interprets the full range of congressional and federal agency actions and policies that affect state governments and develops information to alert legislators and legislative staff about the potential policy, fiscal and program implications.

Writes clear, appropriate, accurate and effective informational and lobbying documents (e.g., testimony, action alerts, information briefs, amendments, background memoranda and policy papers) for the full range of audiences, including state legislators and legislative staff and congressional and agency policymakers, with understanding and an accurate exposition of the state legislative perspective.

Provides information and assistance to state legislators and legislative staff within assigned policy area.

Develops, plans and coordinates balanced programs for the NCSL Communications, Financial Services and Interstate Commerce Committee and effectively manages committee activities, including guiding the policy process within the committee and aiding legislators in identifying and setting priorities, as well as developing policy.

Maintains an extensive and expanding network of contacts in the states, among state legislators, at the committee and subcommittee level in Congress, and within other public interest groups, the private sector and federal agencies.

Works effectively in coalitions, helping to promote NCSL positions and enhance opportunities for implementation of state legislative concerns.

Develops lobbying strategies and identifies opportunities for NCSL to affect its policy positions. Articulates and interprets NCSL policy in negotiations with other groups and represents state legislative concerns in a variety of forums.

Coordinates work with other NCSL staff and assists in identifying opportunities for new products, services or funding opportunities.

Supervisory Responsibilities

This position has direct supervisory responsibilities of one to two staff members.

Work Environment

This position is mostly performed in an office environment with prolonged periods of sitting at a desk and working on a computer. The incumbent will utilize standard office equipment such as copy machines, laptops, printers, scanners and smartphones. Travel by airplane, including overnights and weekends, required. Qualifications For Sucess

Bachelor’s degree plus six years of work experience with state legislatures, government, public policy, government relations or other relevant field.

Must be able to build a knowledge base to serve as a subject matter expert in the policy arena in which the position is focused and demonstrate general competency in policy processes.

Strong writing, editing and presentation skills and the ability to clearly and credibly communicate information to a variety of audiences, including authoring multiple styles of publications and delivering presentations in a variety of formats and to a variety of audiences.

Proven ability to build and maintain relationships with legislators, legislative staff, federal agency and congressional staff, national experts working in a specific policy arena, task force funders and others, without supervision.

Ability to work in an independent fashion, managing multiple tasks and deadlines simultaneously and adapt to changes in workload. Independently plans in-person meetings and produces virtual content for members.

The ability to supervise and lead others.

Ability to work in a politically neutral manner and maintain confidentiality when required.

Ability to travel by air, with most trips being one to three nights, as well as work extended hours, possibly evenings and weekends, usually associated with events/travel.
