JOB SUMMARY: The LEGAT Program offers employees a unique job experience not found in a domestic assignment. Living and working in a different culture is rewarding and challenging. Employees assigned abroad must have a sense of adventure and a willingness to try new things. At the same time, they must be able to accept the long hours and demanding workload. As the Director's personal representatives overseas, LEGAT personnel serve as the foundation of the FBI's international law enforcement initiative.
To protect and defend the United States against terrorist and foreign intelligence threats, to uphold and enforce the criminal laws of the United States, and to provide leadership and criminal justice services to federal, state, municipal, and international agencies and partners.

Relocation expenses will be borne by the FBI.

By Executive Order, the Secretary of State is authorized and directed to exercise certain statutory powers of the President, to include the authority vested in the President by 5 U.S.C. governing the setting and payment of allowances, differentials and benefits for employees of all agencies serving in foreign areas. Non-foreign service agencies, to include the FBI, may be governed by more restrictive regulations or policies but in no case can any Federal agency authorize allowances, differentials or benefits greater than those authorized by the President through the Secretary of State, except as specifically provided in law. Benefits and allowances are constantly adjusted and may change between the time of a vacancy announcement and the time the selectee reports to post and may also change during the tour of duty. Salary shown is the BASE SALARY for the grade level. Appropriate post differential pay will be applied according to the location of the official duty station.

This position is designated as emergency. As an emergency employee, you may be expected to report to work during periods of adverse weather conditions or other types of emergency situations when it is announced that an unscheduled leave policy is in effect or that federal agencies are closed in your immediate vicinity.
LEGAT RABAT, MOROCCO is a THREE (3) YEAR tour of duty. Incumbent is expected to report IMMEDIATELY
. The selected candidate will be required to begin training and other pre-deployment processing immediately upon selection.

Embassy approved housing; overseas utilities expenses; furnished post; Air Freight HHE allowance 720 lbs. Educational allowance for dependent children grades K through 12.

Working Hours: 8:15 AM - 5:00 PM (Monday-Friday)
This assignment will require a THREE (3) year commitment.
Policy has been implemented wherein support employees entering a position through a competitive or non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to a lower grade for a minimum of 12 months. This policy does not apply to probationary employees. Probationary employees are generally precluded from being considered for all job opportunities until their 12-month probationary period has concluded.

Candidates are ineligible to apply if currently on Performance Improvement Plan (PIP); or a Letter of Requirement (LOR); or have failed a PIP or LOR and currently awaiting the final action by HRD (their Human Resources Office).

A Performance Improvement Plan (PIP) is a 90-day written developmental plan for an employee whose performance on one or more critical elements is rated Unacceptable.
A Letter of Requirement (LOR) is issued when a supervisor identifies leave abuse and/or when frequent absences negatively impact operations of an office.

DUTIES: Provides clerical and administrative assistance in the office of the Legal Attache (LEGAT) in the U.S. Embassy in the country to which assigned.
Composes communications setting forth information obtained through a review of files and background material.
Performs a variety of duties utilizing the Automated Case System (ACS) and Sentinel.
Maintains the Financial Service Accounts, to include monthly reports, verifying all transactions, balancing accounts, preparing reimbursement vouchers, etc.
Requisitions supplies, equipment, repairs, or other services as required.
Applicant must be aware that although the LOA/LOS position description is similar to the position description of a secretary, the LOA/LOS has many more responsibilities than a secretary (e.g., the LOA/LOS often runs the entire office without assistance; tasks may require fixing computers, lifting heavy boxes, attending important Embassy meetings, and managing FBI work in many countries with different languages and customers).

QUALIFICATIONS REQUIRED: GS 7 - One full year of Specialized Experience (SE) equivalent to the GS 6 grade level, for example:
Screened office visitors/callers to determine nature of business.
Reviewed correspondence for format, grammar, etc.
Reviewed incoming correspondence to be distributed.
Used automated computer systems to enter/gather information.
Maintained a filing system for an office.
GS 8 - One full year of SE equivalent to the GS 7 grade level, for example:
Screened office visitors/callers to determine nature of business.
Reviewed incoming correspondence, determined proper action, and prepared some responses.
Reviewed outgoing correspondence for format, grammar, etc.
Maintained an extensive filing system for an office.
Assisted others in the office with procedural matters.
Only those who have performed tasks on a temporary or permanent basis for the totality of one year in support of the LEGAT Program at the GS-8 level or higher can be considered for the GS 9 and GS 10 positions.
GS 9 - One full year of SE equivalent to the GS 8 grade level, for example:
Prepared correspondence for supervisor's signature.
Controlled supervisor's calendar and rescheduled meetings as necessary.
Arranged for supervisor to be represented by others in his/her absence.
Assisted office personnel with procedural requirements.
Prepared/Executed budget for a LEGAT office.
GS 10 - One full year of SE equivalent to the GS 9 grade level, for example:
Reviewed incoming correspondence, determined proper action, and personally responded to many requests.
Prepared correspondence for supervisor's signature.
Controlled supervisor's calendar and rescheduled meetings as necessary.
Monitored clerical/administrative problems related to the LEGAT office.
Prepared/Executed budget for a LEGAT office.
Applicants must meet the qualification requirements by the closing date of this announcement. Current LOAs must apply at their current grade level, and will not be considered for any other grade level. Advancement to the next grade level is dependent upon the employee meeting specific performance requirements established by IOD. Applicants who previously held a position as a LOA will be considered at the highest grade level attained while serving as a LOA.
